How many internal speedometer or tachometer seals are included?

One internal rubber seal is included for one stock-type Nippon Denso Honda gauge. Two are needed when resealing both the speedometer and tachometer.

Is this the rubber seal for the 92mm glass lens?

No. Part 49-0255 is the internal gauge seal. The separate rubber seal used directly with a 92mm glass lens is part 49-0248.
