Can the 1-6mm stud extractor remove a stud broken below the surface?

No. It needs enough stud or bolt material above the surface to grip. A fastener broken flush or below the surface requires a correctly centered drilling and extraction method.

How can a small stud be removed without snapping it again?

Clean the exposed threads, apply penetrant or controlled heat only where the service procedure allows, keep the extractor square and use controlled force. Stop if the stud twists without turning in the threads.
