Does one order of brown retro grips 02-2411 include both sides?

Yes. The package contains a left grip for the bare 7/8-inch handlebar and a larger-bore right grip for the throttle tube. The 7/8-inch size describes the handlebar, not two identical grip bores.

Will these closed-end brown grips work with bar-end hardware?

The grips are 124mm long with closed outer ends. Confirm the available grip and throttle-tube length before installation; bar-end mirrors or weights that pass through the grips require the closed ends to be opened.
