Will these longer universal gaiters fit like stock Honda CB gaiters?

Not automatically. They are longer than the stock type on most Honda CB models, so measure the upper and lower mounting diameters and the required compressed and extended length.

Do fork gaiters replace leaking fork seals?

No. Gaiters help shield the fork tubes and seals from dirt, but leaking or damaged fork seals must still be repaired.
