What does the meter cushion do?

It supports the instrument while isolating it from vibration. A hardened, split or compressed cushion can allow excessive gauge movement and vibration.

What should be checked when replacing the meter cushions?

Inspect both gauge brackets, sleeves, washers and fasteners, install the cushions without twisting them and tighten only enough to secure the gauges without crushing the isolators solid.
