One chrome starter-motor cover replacing Honda OEM 31280-300-000 and one cover gasket are included. Mounting screws are separate.

Is this the starter motor itself?

No. It is the external chrome cover over the starter-motor area; the starter motor, cable and terminal boot are separate components.

How should the starter-motor cover gasket be installed?

Remove old gasket material without gouging the sealing faces, verify the cover is flat and start all screws by hand. Tighten evenly to the Honda specification and check for oil leakage after startup.
