The ring-wrench-style tool fits compatible notched collars used on the matching replacement shock sets and many aftermarket shocks. Match the collar diameter, notch and working clearance before use.

How should twin-shock preload be adjusted?

Unload the suspension as directed by the shock manufacturer, turn each collar with the wrench fully engaged and keep the left and right shocks on matching settings.

Does increasing preload make a shock spring stiffer?

No. It changes installed spring preload and ride height, not the spring's rate. If correct sag cannot be achieved, the motorcycle may need a different spring rate or shock setup.
