Will 25mm glass fuse 10-2030 replace a 30mm 30A fuse?

No. Part 10-2030 is 25mm, or approximately 1 inch, long and rated at 30A. A 30mm fuse has a different physical length even when the amperage is the same.

Can this 30A fuse be used in a 25mm holder originally rated below 30A?

No. Match the original circuit rating as well as the 25mm physical size. A 30A fuse should be used only where the wiring diagram or fuse-box marking calls for 30A.
